Beef Stew

1/2 cup flour; 1 tsp salt; 1/4 tsp pepper; 2 lbs stew meat; 2 Tbsp oil; 3 potatoes cubes; 4 carrots sliced; 1 green pepper chopped; 1 onion chopped; 1 stalk celery chopped; 1 Tbsp salt; 2 cubes beef bouillon; 1 bay leaf.
Mix flour salt and pepper. Coat stew meat in flour mixture and brown in oil. Put browned stew meat in 6 cups hot water and simmer for 2 hours. Add vegetables to stew and cook for 45 minutes minutes or until vegetables are tender.
